Fix ticket visibility and private ticket access

For normal tickets, list the staff Discord roles under the Ticket Tool category's Support Roles. Ticket Tool grants the opener and those roles access to each ticket channel.

If unrelated members can see tickets, inspect the Discord category and channel overrides for @everyone or broad roles with View Channel. Ticket Tool cannot make a ticket private while Discord separately grants access.

The /private command removes wider support-role access from a ticket. The creator, existing participants, mandatory roles, the staff member who made it private, and server administrators keep access. Use /unprivate to restore normal access.
